CONSTITUTION

FOR DAWSON COUNTY 4-H CLUB COUNCIL

 

        ARTICLE I

         The name of this organization shall be Dawson County 4-H Council.

 

       ARTICLE II - PURPOSE

         The purpose of this organization shall be to promote 4-H Club work in the County and membership is open to all youth, regardless of race, creed, color, sex, handicap or national origin.

         The mission of the Dawson County 4-H program is to foster youth development in education, self-esteem, and team work through participation in 4-H at the club, county and state level.  Participation in 4-H is for the betterment of the individual, group, and community.

1.   Meetings of the County Council for the purpose of discussing the affairs and problems of the 4-H clubs in the county and outlining a program of work that will assist in stimulating greater interest in and raising the standards of 4-H Club Work.

         2.         Cooperation with the County Extension Agents and other agencies interested in assisting the development of the 4-H Club program.

         3.         Informing 4-H Club Leaders and members in order that the 4-H Club program may more effectively serve the county.

 

       ARTICLE III - MEMBERSHIP

         The membership of this organization shall be composed of:

         1.         All current 4-H local leaders and junior leaders, regardless of race, creed, color, sex, handicap or national origin.

 

       ARTICLE IV - OFFICERS

         The officers of this organization shall be President, Vice-President, Secretary and Treasurer.

         1.         Election of Officers:

              a.      Annual elections to be held in the fall  of each year.

              b.   All Council members shall be eligible to hold office and vote.

 

        ARTICLE V - DUTIES OF OFFICERS

         1.         Duties of the President:

               a.          Preside at all meetings

               b.   Appoint committees and act as ex-officio member of all committees.

               c.   Perform such duties as may be prescribed by the By-Laws.

         2.         Duties of the Vice-President:

               a.   Assume duties of the President in his/her absence or in the event of President

                        office vacancies.

         3.         Duties of the Secretary:

      a.   Keep a record of all Council meetings, list members in attendance,  and keep a record of the activities of each meeting.

         4.         Duties of the Treasurer:

               a.   Keep a record of all money that may come into the Council and report same at

                        each meeting.

 

        ARTICLE VI - COMMITTEES

          The standing committees of the County 4-H Council shall be:

         1.      Executive Committee:  The Executive Committee shall be composed of the following council members, which shall include the President, Vice-President, Secretary, Treasurer, and there shall be at least two (2) 4-H members, if possible, on the committee.

              

This committee shall have supervision over matters of general interest to the organization; shall act as a planning committee in the preparation of the county 4-H yearly program of work and calendar; and may meet to attend to council business between the regular meetings for the council.

 

         2.   The other Dawson County 4-H Council committees include, but are not limited to the following:  livestock, budget & audit, 4-H building, craft day, out-of-county trips, day camp, dress revue, and awards and trophies.  These committees are subject to change as the need arises.  A list of the committees is attached.

 

3.   The President may appoint special committees from time to time to facilitate the working of the County 4-H Council.

 

         4.   The County Extension Agent, 4-H assistant  and the Council President are ex-officio members of all committees.

 

       ARTICLE VII - MEETINGS

         There shall be two  regular meetings of the County 4-H Council each year.  Meetings are to be held in the spring and the fall.  (Special meetings may be called by the President with the consent of the County Extension and/or 4-H  Agent.)

 

       ARTICLE VIII - PLACE OF MEETINGS

         The regular meeting place of the County 4-H Council shall be the Dawson County Courthouse, or as notified in the meeting announcements.

 

       ARTICLE IX - AMENDMENTS

         This Constitution may be amended at any regular meeting of the Council provided

         1.   the amendment has been submitted and read at the previous regular business meeting

2.   or the membership has been sent a copy of the proposed changes and advised of the coming vote.

         3.  Of those present, a two-thirds majority vote is required to pass the amendment.

        

       ARTICLE X- QUORUM

       A quorum shall consist of members present.  All leaders are members of the county 4-H council and are encouraged to have at least one member from each club attend council meetings.

 

      ARTICLE  XI - MAJORITY

         A majority consists of one or more over fifty percent (50%) of the members present at the meeting.

 

      ARTICLE  XII - REVIEW

         This Constitution of the  Dawson County 4-H Council and the by-laws (policies) governing the 4-H Council shall be read or distributed one to each family at the beginning of the 4-H year.
